Morocco
Many States not party acknowledge and support, to various degrees, the humanitarian goals of the Convention. This page presents the latest information available or expressed by the State not party, vis-à-vis the Convention. Since 1997, the UN General Assembly has adopted a “Resolution on the Implementation of the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-personnel Mines and on Their Destruction”.
Morocco has voted as follows,
- In favour - Resolution adopted by the General Assembly on 12 December 2019 Seventy-fourth session
- In favour - 2018 UNGA First Committee Convention Resolution:
- Since 2006, Morocco regularly and voluntarily submits a national transparency report in accordance with Article 7 of the Convention. The latest report can be found on this page.
A number of States not party have indicated that they have put in place moratoria on the use, production, export and/or import of anti-personnel mines:
- Morocco enforces a moratorium on the use of anti-personnel mines (2018).
- Morocco has never produced, exported or transferred anti-personnel mines. It stopped "importing them and using them way before the elaboration of the Convention."
- In accordance with Article 3 of the Convention, "mines in storage only serve for training, especially on demining."
- At the 2019 Fourth Review Conferemce, Morocco indicated that "the mines of the Defence Line are catalogued and monitored according to pre-established laying plans held by military engineering units. These mines were laid before the entry into force of the Convention and will be eliminated as soon as the artificial regional conflict imposed to Morocco is resolved. The issue of mines and remnants of war in the southern provinces of Morocco is greatly due to “polisario” who indiscriminately and voluntarily undertook the propagation of multiple and diverse deadly devices all over the territory of the Moroccan Sahara."
Morocco has indicated the following as reason not to accede,
- "Morocco’s accession to the Convention is momentarily delayed because of the sole issue related to the settlement of the regional dispute on the Moroccan Sahara and to Morocco regaining its full territorial integrity." - 2019 Fourth Review Conference
Morocco has indicated having mine survivors in its territory or under its jurisdiction.
- Morocco is a State Party to the Convention on the Rights of Persons with Disabilities.
- Morocco has participated in informal meetings on victim assistance including the 2019 Global Conference on Victim Assistance held in Amman, Jordan
