Azerbaijan

Many States not party acknowledge and support, to various degrees, the humanitarian goals of the Convention. This page presents the latest information available or expressed by the State not party, vis-à-vis the Convention. The information is largely drawn from the Convention's formal and informal meetings, President's Observations, UN Office for Disarmament records, and/or Landmine Monitor if noted.

Latest views and updates

  • The State not party has participated as Observer in the following meetings of the Convention
    • 2MSP, 4MSP, 6MSP, 7MSP, 9MSP, 10MSP, 16MSP, 17MSP, 19MSP, 20MSP
  • In the context of the European Council Decision 2021/257 adopted on 18 February 2021 in support of the OAP for the implementation of the Convention, the following activities took place in 2022 in support of the President’s universalization mandate: the President, together with the Convention’s Special Envoy, His Royal Highness Prince Mired Raad Zeid Al-Hussein of Jordan, travelled to New York to meet a number of delegations of States not party including Armenia, Azerbaijan, Lao PDR, Marshall Islands, and Viet Nam to discuss barriers to accession and to explore the opportunity of visiting the country to engage in discussions on accession.

 

Since 1997, the UN General Assembly has adopted a “Resolution on the Implementation of the 1997 Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-personnel Mines and on Their Destruction”.

The State not party most recently has voted as follows,

  • In favour - Resolution adopted by the General Assembly on 12 December 2019 Seventy-fourth session 
  • In favour - 2018 UNGA First Committee Convention Resolution

The State not party has indicated,

  • “Azerbaijan supports the philosophy, purpose objective of the Convention and continues to make certain contributions to the implementation of the Convention’s objectives. Azerbaijan has also consistently voted in favour of the resolution on the implementation of the Convention at the United Nations General Assembly. Azerbaijan will consider joining the Convention in the context of complete demining of conflict affected territories and full restoration of the regional security. (…) Azerbaijan is committed to work towards a world free of anti-personnel mines and stand ready to support the international efforts contributing to this important goal (Intersessional Meetings, 22 June 2022)

In 2022, the then-Convention President H.E. Alicia Arango Olmos of Colombia and the Special Envoy on Universalization HRH Prince Mired Raad Zeid Al-Hussein met with H.E. Yashar T. Aliyev, Permanent Representative of Azerbaijan to the UN in New York to discuss the Convention and its norms.
